Indeed, the "rod" is a visual of kingly authority, often held by angels as well. It seems to be purely a metaphor in 1 Cor 4:21: "Shall I come to you with a rod of discipline, or shall I come in love and with a gentle spirit?" Paul is not threatening to beat people with a stick.
