A king is definitely discussed in the Bible as a shepherd of sheep, and the 'rod' is somehow a shepherd's crook (as it was for Moses).

But I'm not sure that Proverbs 13:24 is discussing the problem of a prince having enemies who must be fought off. Rather, the king teaching his son divine wisdom is the concern.
